Cette 11e édition aussi l’occasion d’écrire une nouvelle page importante de son histoire débutée en 2009, en franchissant cette année un palier supérieur dans la hiérarchie mondiale de l’UCI, en catégorie 2.1 après les dix premières éditions passée en 2.2.
Ce changement s’accompagne d’un nouvel intérêt pour l’épreuve rwandaise qui accueillera pour la première fois une équipe du World Tour, les Kazakhs face à quatre formations Continental Pro (Direct Energie, Israël Cycling Académie, Team Novo Nordisk), cinq équipes Continental UCI (Dimention Data for Qhubeka, Pro Touch, Benediction Excel Energy, Interpro Cycling Academy, BAI-Sicasal) et sept sélections nationales.
Comme chaque année le programme annonce de longues ascensions à faire pâlir d’envie les meilleurs grimpeurs, avec un dénivelé total de 19.336 mètres dont 4.591 et 3.445 lors des 3e et 5e étapes.
